What was adopted
Russia’s State Duma (parliament) approved the bill in its second and third readings. Under the new law, the Russian armed forces will be allowed to operate abroad if a Russian citizen is arrested, detained, or faces criminal prosecution there.
The decision to deploy troops will be made personally by Kremlin leader Vladimir Putin.
A total of 381 lawmakers voted in favor of the bill, accounting for 84.7% of the Duma’s members. No one voted against it.
As RBC-Ukraine previously reported, in the fifth year of the full-scale war, a consensus is emerging in Russia that "things cannot go on like this" — dissatisfaction has spread among Z-propagandists, parts of the elite, and ordinary people who had previously stayed away from politics.
RBC-Ukraine also reported that the Kremlin chief believes that even if it takes up to two more years to establish full control over Donbas, time is working in Russia’s favor. Vladimir Putin believes in his victory.
