Putin shifts blame for Ukraine war onto Russian lawmakers and citizens

Vladimir Putin has begun shifting the blame for the war against Ukraine onto State Duma deputies and Russian citizens. The Kremlin leader has a very specific goal, according to the Institute for the Study of War (ISW).
American analysts have taken note of a recent speech by the Kremlin leader. He delivered it on July 26 during his address marking Russian Navy Day.
Putin cynically declared the need to rally Russian society around the war against Ukraine. According to experts, these words indicate an intention to further militarize the Russian population.
However, Putin decided not to stop there. As early as July 27, during a meeting with State Duma deputies, he spoke about the unity of the government in supporting the war.
Putin noted that over the past five years, the State Duma had passed nearly 3,000 laws to meet the needs of the army, the defense industry, the economy, and society under wartime conditions.
Moreover, the Kremlin leader noted that the deputies had collectively approved laws on the incorporation into Russia of the temporarily occupied parts of Ukraine’s Luhansk, Donetsk, Zaporizhzhia, and Kherson regions.
According to American analysts, with such statements, Putin is attempting to shift some of the responsibility for the protracted and costly war onto lawmakers and Russian society.
"Putin likely highlighted the role of Duma deputies and ordinary citizens in Russia’s military effort in an effort to deflect personal responsibility for the continuing costly war and to portray them as fully supportive of Putin’s decisions ahead of the Duma elections in September 2026," the ISW team believes.
