In early January, Russian leader Vladimir Putin unofficially received a draft peace plan agreed upon by Ukraine and its European partners, according to Bloomberg.

According to Bloomberg sources, the documents were delivered through one of Putin’s aides, Kirill Dmitriev. Receiving the draft allowed Putin to prepare comments and proposals ahead of the expected negotiations involving US President Donald Trump’s special envoys Steve Witkoff and Jared Kushner.

The Kremlin views the receipt of the draft peace plan as a significant “step forward.” At the same time, many issues of interest to Russia were either missing or formulated in a way Moscow considers unsatisfactory.

Sources also told Bloomberg that Russia believes Kushner helped shape the framework of the negotiations and structure the dialogue process with Putin.

Witkoff’s visit to Russia

On January 21, it became known that Steve Witkoff and Jared Kushner are set to meet with the Russian dictator tomorrow. According to Witkoff, it was the Russian side that requested the meeting.

Last week, Kremlin spokesperson Dmitry Peskov said that Russia was interested in a new visit by Witkoff and Kushner and was awaiting it.

Earlier, on January 14, reports said that Witkoff and Kushner were planning a visit to Moscow to meet with Vladimir Putin.

Axios reported in early January that Witkoff and Kushner had met with Kirill Dmitriev in Paris to discuss the US peace plan for Ukraine.

US and Ukrainian officials said significant progress had been made on a 20-point ceasefire plan. According to their estimates, about 90% of the points have already been agreed upon, though several key issues remain unresolved.

Ukrainian President Volodymyr Zelenskyy has said he hopes to receive Russia’s response to the 20-point peace plan by the end of this month. He added that he wants to receive it before finalizing security guarantees and a reconstruction plan with US President Donald Trump.
