Russian President Vladimir Putin made a series of statements regarding the US peace plan for Ukraine. Russia is ready to discuss the plan "in detail," but only agrees to a peace agreement, not a ceasefire, Putin said at a briefing in the Kremlin.

Putin acknowledged that the US peace plan was discussed even before the Alaska summit. According to him, the US asked Russia to "show flexibility" on the "Ukrainian issue" and find "necessary compromises."

Moscow, he said, has already received the 28-point peace plan. Putin called the US plan "modernized" and said it could serve as a basis for further negotiations. However, he added that the plan has not been discussed with Russia in detail and that Russia demands the signing of a peace agreement, not a ceasefire.

He also said that the US cannot secure Ukraine’s support for the peace plan. Russia, he said, is "ready for peace talks" provided the proposed plan is discussed substantively.

Additionally, Putin issued new threats toward Ukraine. He stated that achieving the goals of the so-called special military operation will continue, although Russia is willing to resolve the issue peacefully. He repeated false claims that Kupiansk has been under Russian control since November 4 and added that Russia is satisfied if similar situations occur in other frontline areas.

US peace plan: what is known

The US peace plan consists of 28 points. Some Russian involvement is suspected, as suggested by certain unusual phrases in the document, and most points are categorically unacceptable for Ukraine.

The plan reportedly envisions handing over part of the Donbas territory to Russia in exchange for long-term security guarantees for Ukraine and the EU, reduction of the Ukrainian army, renunciation of long-range weapons, and other measures.

US President Donald Trump confirmed on November 21 that he considers it acceptable for Ukraine to adopt the American peace plan by US Thanksgiving on November 27. He also warned that if Ukraine refuses, the US may suspend arms supplies and intelligence support.
