The US Department of Defense failed to use in time $910 million that had been allocated for military aid to Ukraine, according to an audit report by Operation Atlantic Resolve.

USAI funding distribution

According to the published report for the first quarter of 2026, the $910 million is no longer available for entering into new contracts with US weapons manufacturers, as the deadline for taking on new financial commitments has expired.

In total, since February 2022, the US Congress has allocated $33.51 billion under the Ukraine Security Assistance Initiative (USAI).

At present, the financial resources are distributed as follows:

  • $19.21 billion (57%) has been actually spent on defense products and services already delivered to Ukraine as of March 2026.
  • $13.49 billion has already been allocated to industry orders that are currently in progress and have not yet been paid.
  • $110 million has been allocated but has not yet been assigned to specific contracts.

At the same time, Pentagon rules stipulate that expired appropriations do not automatically mean the funds are "lost." Although these funds can no longer be used for new agreements, they may still be used over the next five years to cover additional costs under previously signed contracts.

As a reminder, the Ukraine Security Assistance Initiative (USAI) was created by the US Congress in 2014 to support Ukraine's defense capability following the annexation of Crimea. Unlike the Drawdown program (which transfers weapons directly from US military stockpiles), USAI provides for the procurement of new weapons, equipment, and ammunition from US defense companies.

Earlier, on June 18, 2026, following the latest Ramstein meeting, partners announced new military aid packages for Ukraine totaling about $4 billion to support Kyiv's three key priorities.

In particular, UK Defense Secretary Dan Jarvis said that London is preparing a large-scale package including radars, air defense missiles, and domestically produced drones.

At the same time, Belgium announced plans to transfer seven F-16 fighter jets to Ukraine by the end of 2026, three of which will be combat-ready, while four will be used for spare parts.
