The draft peace agreement on Ukraine was prepared by Washington and is being used as a basis for negotiations, despite objections from some senators, US Secretary of State Marco Rubio wrote on X.

According to him, the 28-point peace plan to resolve the war in Ukraine, which appeared in the media this week, was developed in Washington.

He stressed that the document is “a strong framework for ongoing negotiations” and was formed based on input from the Russian side and taking into account Ukraine's previous and current input.

“The peace proposal was authored by the US. It is offered as a strong framework for ongoing negotiations. It is based on input from the Russian side. But it is also based on previous and ongoing input from Ukraine,” Rubio said.

However, some senators expressed a different position. Republican Mike Rounds told reporters during a conference in Halifax that Rubio had called him and other senators and explained that this was only a proposal that the US had received and forwarded to the Ukrainian side.

According to him, this document cannot be considered an official plan or recommendation from Washington.

US peace plan for Ukraine

A few days ago, the US unveiled a 28-point peace plan to end the war in Ukraine. It provides for the transfer of the Donetsk, Luhansk regions and the occupied territories of the Zaporizhzhia and Kherson regions to Russia in exchange for certain security guarantees.

The document, which was worked on by the American and Russian sides, also contains a proposal to reduce the size of the Ukrainian Armed Forces and ban Ukraine from joining NATO.

European leaders reacted negatively to the content of this plan and quickly began working on their own alternative. Amid the discussions, US President Donald Trump demanded that Ukraine agree to the proposals by November 27, stating that otherwise the situation for Kyiv could worsen. At the same time, on November 22, he acknowledged that the document was not yet final and could be subject to change.

President Volodymyr Zelenskyy addressed the Ukrainians and stressed that the country was faced with a difficult choice: to preserve its dignity or risk losing a key ally.

A meeting between representatives of the US, European partners, and Ukraine was scheduled for November 23 in Geneva, where the American proposals were to be considered in detail. Zelenskyy assured that the Ukrainian side would defend its interests in the negotiations.

The Kremlin, however, said that it had not received any signals about Ukraine's readiness to join the discussion of the peace plan, according to Vladimir Putin's spokesman Dmitry Peskov.
