Oil production in Russia falls in 2025, OPEC reports

Oil production in Russia fell by approximately 0.7% in 2025. On average, the aggressor country produced up to 9.129 million barrels per day, according to data from the Organization of the Petroleum Exporting Countries (OPEC), Reuters informs.
The outlet states that despite drone strikes on Russia’s energy infrastructure and a sharp drop in oil prices, production in Russia remained stable. Oil and natural gas account for about a quarter of the country’s federal budget revenues.
Specifically, in 2025, oil prices fell by more than 18% — the steepest annual decline since 2020 — amid concerns over a potential oversupply in the market.
In December, according to OPEC data, oil production in Russia decreased by 73 thousand barrels per day, reaching 9.304 million barrels per day.
At the same time, in its monthly report, OPEC noted that oil production in Kazakhstan last month fell by 237 thousand barrels per day, down to 1.522 million barrels per day.
Ukrainian intelligence data
Earlier, the Foreign Intelligence Service of Ukraine reported that in December 2025, Russian oil companies significantly reduced production, bringing the average daily crude oil output to its lowest level in the past year and a half.
According to the Foreign Intelligence Service, the figure stood at 9.326 million barrels per day amid increasing Western sanctions pressure on buyers of Russian oil.
The current production level was more than 100 thousand barrels per day lower than in November and nearly 250 thousand barrels below the OPEC+ quota set for Russia at 9.574 million barrels per day.
The decline was the largest since June 2024 and indicates deepening structural problems in Russia’s oil sector rather than temporary or seasonal factors.
