Trump’s special envoy for Ukraine, Keith Kellogg, said at the 8th Ukrainian Lunch on the Margins of the Munich Security Conference that the United States has analyzed the issues with the "Minsk-2" agreement and will not repeat its mistakes. At the same time, he insisted that a major success for Ukraine would not simply be a ceasefire or a peace treaty but something more significant.

Kellogg explained that the main issue with "Minsk-2" was that many of those present at the negotiation table had no real ability to contribute to the peace process.

He emphasized that any new agreement will not resemble "Minsk-2." Instead, the real measure of success will be how all sides react the first time a ceasefire is violated.

"We need to ensure the sovereignty and security of Ukraine. This will not be 'Minsk-2.' We need a stable environment and secured borders. A ceasefire and long-term peace agreement are not going to be the real determinant of success. The real determinant of success will be the first time a ceasefire is broken, and how the national leaders and all countries respond," said Kellogg.

US plans following Kellogg’s visit to Kyiv

Keith Kellogg confirmed that he will visit Kyiv next week. After this trip, he, along with another US special envoy, Steven Witkoff - who oversees Russia’s role in the war - will head to the White House to brief Donald Trump. Their goal is to compare notes on the positions of all parties and formulate a new strategic framework that has not been used before.
