Norway will provide $170 million in weapons to Ukraine through PURL

Norway will provide Ukraine with approximately $170 million for weapons under the PURL program, through which Europe purchases US arms for the Ukrainian Armed Forces, according to a statement from the Norwegian Ministry of Defense.
Norwegian Prime Minister Jonas Gahr Støre emphasized that Ukraine needs ongoing military and civilian support in its fight against Russian aggression. That is why Norway and several other European countries are now joining forces to fund a large aid package for Kyiv.
"We aim to provide NOK 2 billion for the package, which is being coordinated by NATO," he said.
At the same time, Norway has also provided 1.5 billion Norwegian kroner to fund another support package for Ukraine under the PURL initiative.
"It is vital that European countries stand together and continue to provide support so that together we can finance the delivery of military equipment needed by Ukraine, such as drones, artillery and advanced air defence systems," said Norwegian Defense Minister Tore Sandvik.
According to the minister, Norway has funded two packages and will insist that other NATO countries also contribute. This will help Ukraine effectively defend itself against Russian aggression and ensure security in Europe.
Since February 2022, Norway has provided Ukraine with over 100 billion kroner (nearly $9.9 billion) in support. In the spring of 2025, the country’s parliament approved an additional 50 billion kroner for Ukraine, bringing this year’s total military support for Kyiv to 72.5 billion kroner.
What is PURL
PURL (Prioritized Ukraine Requirements List) is a US and NATO initiative that allows Ukraine to be supplied with critically needed weapons through targeted funding of US-made deliveries.
The Ukrainian Ministry of Defense has noted that this program is one of the key mechanisms for providing Ukraine with American weapons and defense equipment. According to NATO Secretary General Mark Rutte, more than half of NATO countries have already joined the program.
