'No arms to Kyiv': Russia sets two ceasefire conditions at UN

The Russian Federation demands that Western countries halt arms supplies to Ukraine during a possible ceasefire, according to Russia's Permanent Representative to the UN, Vasily Nebenzya.
"During the ceasefire, Western countries must stop supplying weapons to the Kyiv regime, and Ukraine must halt mobilization," Nebenzya stated.
Recall that after a wave of Russian attacks last weekend, which caused civilian casualties, Ukraine initiated an urgent meeting of the UN Security Council.
Meanwhile, acting Deputy US Ambassador to the UN John Kelly stated that the United States would consider abandoning peace negotiations if Russia makes the wrong decision and continues the war.
Russia prepares a memorandum on ceasefire
During the negotiations in Istanbul on May 16, where the Ukrainian delegation insisted on an immediate ceasefire, Russia rejected this possibility. Instead, Moscow proposed that both sides present their approaches to a ceasefire in writing.
Later, the Kremlin announced it was preparing its own memorandum, which is expected to be presented during the second round of talks scheduled for June 2 — again in Istanbul.
The Ukrainian side, for its part, insists that the Russian document with proposals be delivered before the meeting. Foreign Minister Andrii Sybiha emphasized that this would make the negotiations more substantive and allow the Ukrainian delegation to be prepared to discuss specific points.
Head of the Presidential Office, Andriy Yermak, also told the media that Ukraine is ready for the next round of negotiations with Russia, but only if Moscow provides the memorandum in advance.
