"We showed Mr. Rutte the terrible consequences of this attack. The enemy carried out a missile strike on an energy facility that provides heating for city residents. This is a civilian object," the minister said.

Shmyhal also noted that the Russians deliberately targeted Kyiv’s energy infrastructure when temperatures dropped to −25°C (−13°F).

During the meeting with Rutte, the Energy Minister, together with Ukraine’s Foreign Minister Andrii Sybiha, emphasized the importance of strengthening heat and power supply facilities, including air defense systems and missiles for them.

"It is crucial to ensure the timely delivery of weapons, as Russia is ramping up its production," Shmyhal said.

The parties also discussed cooperation on countering cyber threats. Ukraine must work closely with NATO, as Russia continues its hybrid warfare not only against Ukraine but also against NATO members.

Strike on the Kyiv thermal power plant

Recall, Russian forces launched a massive attack on Ukraine overnight on February 3, using over 70 missiles and more than 400 attack drones.

Among the targets were energy facilities in Kyiv. The city’s mayor, Vitali Klitschko, reported that after the attack, over 1,100 buildings in the Darnytskyi and Dniprovskyi districts were left without heating.

He added that a key energy facility supplying heat to apartment buildings in these districts was heavily damaged.
