Kremlin wrapping up final draft of memorandum, set to send it to Kyiv in days

Russian Deputy Speaker of the Federation Council Konstantin Kosachev said that Russia is expected to present its proposals for resolving the war in Ukraine within the next few days. The so-called memorandum, which Moscow is reportedly finalizing, is central to this.
Kosachev said Russia would soon deliver its draft memorandum regarding the Ukraine conflict to Kyiv.
"The work on the document is at the final stage," the Deputy Speaker of the Federation said.
Memorandum on peace
During talks in Istanbul, the Ukrainian and Russian delegations agreed to put their ceasefire proposals in writing.
On Monday, May 19, following a call with US President Donald Trump, Russian President Vladimir Putin said the focus should be finding the most effective ways to move toward peace.
Shortly after, Putin announced that Russia is ready to work with Ukraine on a memorandum for a possible future peace agreement.

Recently, a political analyst outlined the conditions Russia is preparing for the peace memorandum.
On May 23, Ukrainian President Volodymyr Zelenskyy said Russia has struggled to finalize its ceasefire memorandum for a week.
Later, Russian Minister of Foreign Affairs Sergey Lavrov spoke publicly about when Russia plans to deliver the document outlining the conditions for peace to Ukraine.
