Kremlin to launch digital ruble, gaining full control over Russian spending - Ukrainian intelligence

According to Ukraine's Defense Intelligence, the Central Bank of Russia is preparing to launch the digital ruble — an electronic version of the national currency. Starting in 2026, it will be used to pay salaries to public sector employees.
The digital ruble creates a new level of Kremlin control over citizens' finances. Authorities will be able to track every transaction and restrict spending by location or product category.
Ukraine's Defense Intelligence reports that the Kremlin will have the power to block accounts without court approval. It will also be able to deduct taxes, fines, and other payments automatically.
Social benefits will be tied to specific groups of goods and services designated by the government. This raises the risk of a "behavioral loyalty" system. Access to funds could depend on citizens' political reliability.
Intelligence assesses the digital ruble as another tool used by President Vladimir Putin's regime. It aims to tighten total control amid sanctions and high military spending in the war against Ukraine.
