Kremlin shows no interest in peace negotiations, except for Ukraine's capitulation - ISW
The Kremlin continues to publicly signal its lack of interest in any peaceful resolution to the war. The adversary is focused on the capitulation of the Ukrainian government and the destruction of the Ukrainian state, according to a report from the American Institute for the Study of War (ISW).
Before reaching this conclusion, analysts referenced several events. Notably, in an interview with The New Yorker, President Volodymyr Zelenskyy discussed Ukraine's Victory Plan. During the conversation, the president stated that Russia is not interested in ending the war on any reasonable terms and is merely simulating interest in negotiations.
Zelenskyy emphasized that Ukraine invited Russia to participate in the second Peace Summit, but the Kremlin showed no interest in taking part.
Specifically, on September 22, the spokesperson for Russian President Vladimir Putin, Dmitry Peskov, stated that there are no alternatives to a Russian victory in Ukraine, reiterating Russia's unwillingness to negotiate under any conditions other than Ukraine's capitulation. Peskov also labeled NATO and the West as a collective enemy.
Additionally, Russian Foreign Ministry spokesperson Maria Zakharova recently announced that Russia would not participate in the second Ukrainian Peace Summit or any such summits.
