The Kremlin has lifted some restrictions on the use of Russian reservists in combat operations, enabling their deployment to the war against Ukraine, according to an assessment by the Institute for the Study of War (ISW).

The agency noted that on October 13, the Russian government approved a draft law prepared by the Ministry of Defense allowing reservists from the mobilization reserve to perform defense-related tasks during armed conflicts, counterterrorism operations, or missions outside Russian territory.

The legislation would grant the Russian president authority to summon reservists for special training lasting up to two months.

According to the explanatory note, these amendments would enable Russia to deploy reservists even in peacetime and expand the current law, which currently allows such measures only during mobilization or martial law.

Chairman of the State Duma Defense Committee Andrei Kartapolov stated on Monday that the bill would allow the Kremlin to send reservists abroad, including to Ukraine’s Sumy and Kharkiv regions.

According to Politico, the Russian leadership is suffering heavy personnel losses that new recruitment efforts fail to compensate for. Moscow continues to recruit mercenaries from Africa and the Middle East.

Recently, US President Donald Trump announced that Washington is in the final stage of deciding on the transfer of long-range Tomahawk cruise missiles to Ukraine.

Ukrainian President Volodymyr Zelenskyy believes that the delivery of these missiles would force the Russian leadership to come to the negotiating table.

The Kremlin reacted hysterically, calling the move "a serious blow" to Russian-American relations.

Kremlin spokesman Dmitry Peskov warned that providing Ukraine with Tomahawks could trigger "a major escalation," noting that such missiles are capable of carrying nuclear warheads.
