Russia plans to spend around $1.1 trillion on rearmament by 2036, says Ukraine’s intelligence chief Kyrylo Budanov.
According to him, Russia is currently implementing the largest-scale rearmament program since the collapse of the Soviet Union.
"There is a total mobilization of Russia's politics, economy, and society to prepare for a future large-scale war," Budanov said.
As part of its military reform, Russia has already established two new military districts — the Moscow and Leningrad districts — and is planning to form new divisions, formations, and military units.
"Russia is seeking to dismantle the current global security and economic order. To this end, Moscow is expanding its presence in Africa, primarily through its proxy forces — the Wagner PMC and the so-called 'African Corps' — and is also supporting authoritarian regimes and terrorist organizations across the globe," Budanov noted.
He also emphasized that Russia is carrying out hybrid information and cyber operations in other countries, interfering in democratic processes through state-controlled media and influencers.
"Moscow aims to impose its own vision of a world order — one in which great powers, first and foremost Russia, hold absolute authority, monopolize all critical resources, and decide the world’s fate behind closed doors," the intelligence chief said.
