Moscow is open to resuming peace negotiations with Ukraine, but it cannot hold talks because of Ukraine’s position, said Kremlin spokesman Dmitry Peskov during a briefing with Russian media.

Peskov was asked to comment on Turkish President Recep Tayyip Erdoğan’s proposal to restart the negotiation process between Ukraine and Russia. In response, he insisted that Russia is open to talks.

"Moscow is open to negotiations. The pause that emerged happened because the Kyiv regime did not want to continue this dialogue," the spokesman for Russian President Vladimir Putin said cynically.

During the meeting between Zelenskyy and Erdoğan, the Turkish leader said he had proposed resuming talks between Ukrainian and Russian officials in Istanbul, but with a much broader agenda.

Just days earlier, Türkiye's Foreign Minister Hakan Fidan said that the war between Ukraine and Russia would ultimately end in negotiations, and that they should be held in Türkiye as the only acceptable venue for both sides.

Ukraine and Russia resumed talks in Istanbul in 2025, after Donald Trump took office in the United States. However, after three rounds of meetings in May, June, and July, no progress was achieved except on prisoner exchanges.

On November 12, Ukraine’s Deputy Foreign Minister Sergiy Kyslytsya said that this year’s peace talks with Russia ended with almost no results, which is why they are currently suspended.
