Russia does not yet plan to participate in peace talks with Ukraine in Istanbul on November 19, according to Putin's press secretary Dmitry Peskov.

According to him, Russia has not yet received any information from Kyiv about its readiness to resume negotiations.

"We will wait for the results of the negotiations. Russia remains open to the negotiation process. Our position is well known in Istanbul, Washington, and Kyiv," Peskov says.

He also clarifies that there are no plans for Vladimir Putin to meet with Steve Witkoff or representatives of the Turkish side at this time.

Ukrainian President Volodymyr Zelenskyy and US Special Representative Steve Witkoff will hold talks in Türkiye tomorrow, November 19.

Earlier, Turkish Foreign Minister Hakan Fidan said that the war between Ukraine and Russia would eventually end with negotiations. They need to be held in Türkiye, as this is the only acceptable place for both sides.

Ukraine and Russia resumed negotiations in Istanbul in 2025, after Donald Trump came to power in the US. However, during three rounds of meetings (in May, June, and July), no progress was made, except for the issue of prisoner exchange.

At the same time, the Kremlin is not backing down from its ultimatums and does not agree to a ceasefire. Meanwhile, Ukraine is not interested in the Kremlin's "wish list" and Kyiv has no intention of agreeing to it.

That is why on November 12, Deputy Foreign Minister of Ukraine Serhii Kyslytsia said that peace talks with Russia this year ended with almost no results, so they are now suspended.
