Partner contributions to cover Ukraine’s priority defense needs under PURL have reached nearly three billion dollars, enabling the formation of five packages of US weaponry, according to the press service of the Presidential Office.
Deputy head of the Presidential Office, Ihor Zhovkva, and NATO International Secretariat representative Ariella Vie discussed the PURL initiative and further steps to attract new contributions from member states.
As of today, partner contributions under PURL have reached 2.82 billion dollars.
The parties also agreed on the next steps to engage additional NATO partners that have not yet joined PURL, with particular attention given to mechanisms for ensuring next year’s funding.
Zhovkva emphasized that Ukraine must not only receive assistance but also strengthen its own defense production:
"We have the necessary capacity to produce a wide range of weapons, not only drones. But we lack sufficient funding," he stated.
The PURL initiative was launched in August of this year following agreements between President Volodymyr Zelenskyy, US President Donald Trump, and NATO Secretary General Mark Rutte.
A total of 16 countries have already joined the program: the Netherlands, Denmark, Norway, Sweden, Germany, Canada, Estonia, Latvia, Lithuania, Iceland, Finland, Belgium, Luxembourg, Slovenia, Portugal, and Spain.
Partner support
Recently, Latvia delivered more than twenty Patria armored personnel carriers to Ukraine and contributed 2.2 million euros to the PURL initiative, as well as funding the Shelter Coalition.
Earlier in November, Ukrainian Defense Minister Denys Shmyhal announced that Norway will allocate 7 billion dollars for Ukraine’s defense in 2026 and will launch joint defense production with Ukraine.
NATO countries plan to allocate about 60 billion dollars to Ukraine next year. The Alliance also intends to cooperate with Ukraine’s defense industry, leveraging its expertise and experience.
