Hostage release and amnesty for Hamas: White House unveils Trump’s plan for Gaza

The US has prepared a peace plan to end Israel’s war with Hamas militants. It consists of 20 points, according to the official White House account on Twitter (X), Rapid Response 47.
Trump’s plan envisions Gaza becoming a "deradicalized terror-free zone that does not pose a threat to its neighbors," as well as undergoing extensive reconstruction for the benefit of its residents.
According to the proposal, if both sides agree, the war would be immediately halted. Israeli forces would withdraw to an agreed-upon line to prepare for the release of hostages. All military operations, including airstrikes and artillery shelling, would be frozen until the conditions for the phased troop withdrawal are met.
Hostage release and exchange
Within 72 hours of the agreement being approved, all hostages — both living and deceased — will be returned.
Afterward, Israel will release 250 prisoners serving life sentences and 1,700 Gaza residents detained after October 7, 2023, including women and children.
For every deceased Israeli hostage, the remains of 15 Palestinians will be returned.
Amnesty and aid
Hamas members who agree to peaceful coexistence and disarmament will be granted amnesty. Those wishing to leave Gaza will be provided with safe passage.
After the agreement is signed, large-scale humanitarian aid will be delivered to the Gaza Strip, including restoration of water and electricity supplies, hospital operations, and bakeries. Deliveries will be organized through the UN, the Red Crescent, and other international organizations.
Administration and Peace Council
The Gaza Strip will be temporarily governed by an apolitical Palestinian committee under the supervision of an international body — the Peace Council. It will be headed by US President Donald Trump and include other world leaders, including former UK Prime Minister Tony Blair.
An economic reconstruction plan for Gaza will be developed, including the creation of a special economic zone with preferential tariffs.
No one will be forced to leave Gaza; those who wish to depart will be able to leave and return freely. People will be encouraged to stay and help build a better future in Gaza.
Disarmament and security
Hamas and other groups will relinquish control over Gaza. All military infrastructure must be destroyed under the supervision of independent observers.
The US and its partners will establish Temporary International Stabilization Forces (ISF) to train the Palestinian police and ensure security in cooperation with Israel and Egypt.
Future status of Gaza
Israel will not occupy or annex Gaza. The withdrawal of the IDF will occur as ISF control is established.
If Hamas rejects the proposal, humanitarian aid and reconstruction programs will only be implemented in "terrorism-free zones."
Political outlook
In the long term, the US plans to facilitate dialogue between Israel and the Palestinians to chart a path toward Palestinian self-determination and statehood.
Gaza peace plan
The new US peace plan for the Gaza Strip was announced last week. US President Donald Trump initially presented it to the leaders of Arab countries.
Commenting on the initiative, US Special Envoy for the Middle East Steve Witkoff stated that he expects a "breakthrough" in establishing peace in Gaza.
