Guterres reacts to UN vehicle attack in Ukraine's Kherson but avoids naming Russia

On May 14 in Kherson, a clearly marked UN vehicle belonging to an interagency humanitarian mission was shelled twice. UN Secretary-General António Guterres expressed concern but did not name any party as responsible, according to a UN press release.
UN reaction
Deputy Spokesperson for the Secretary-General Farhan Haq did not specify which side opened fire, stating only that the UN is working to establish all the circumstances.
Guterres reminded that international humanitarian law must be respected at all times, and that civilian personnel and humanitarian objects are protected.
What happened
The UN vehicle belonged to an interagency humanitarian mission led by the Office for the Coordination of Humanitarian Affairs.
Both parties to the conflict had been notified in advance of the mission’s arrival. Despite this, the vehicle was shelled twice.
Kherson regularly comes under Russian attack. Earlier, Russian forces dropped an explosive from a drone onto a minibus – seven people suffered blast injuries and traumatic brain injuries.
Before that, the Russian units struck a bus with a drone in the Dniprovskyi district – around 20 people were injured, including a teenager. Due to the constant attacks, electric transport in the city did not run for nearly a week.
