How have Ukrainians' attitudes changed over the past three years?

Over the past three years, the percentage of Ukrainians who want a reset of the central government, but only after the war ends, has risen. Nearly 9 out of 10 Ukrainians support presidential elections, according to a poll by the Kyiv International Institute of Sociology (KIIS).

According to the survey, while three years ago 73% of Ukrainians expected a reset of the central government at least at one level, that figure has now risen to 88%.

Only 5% of respondents believe that no changes are needed. In 2023, that figure was 19%.

As of May 2026:

  • 83% of Ukrainians want a reset of parliament
  • 74% support a reset of the government
  • 67% support a reset of the presidency.

For comparison, in May 2023, these figures were 69%, 47%, and 23%, respectively.

Among Ukrainians who do not trust the president at all, 97% support a reset of the government.

At the same time, among those who fully trust the head of state, 33% of respondents expressed support for a reset.

The survey was conducted from May 7 to June 3, 2026, on KMIS's own initiative.

Using telephone interviews, pollsters surveyed 1,000 adult citizens residing in territory controlled by Ukraine. The formal statistical margin of error does not exceed 4.1%.

Elections in Ukraine amid war

Ukrainian President Volodymyr Zelenskyy emphasizes that holding elections is impossible without a ceasefire and the creation of safe conditions for voting.

He also called on international partners to assist with the restoration and protection of the infrastructure necessary for organizing the electoral process.

Subsequently, the Verkhovna Rada supported the head of state’s position and announced that a consensus had been reached.
