The European Commission has proposed integrating Ukraine into the European Union (EU) roaming zone starting in early 2026.

"Ukrainian signal gets EU citizenship. We are proposing to integrate Ukraine into the EU Roaming area starting January 2026," the European Commission wrote.

Roaming for Ukrainians in the EU

In February 2023, the European Commission included roaming in the Association Agreement between Ukraine and the EU. By April, the European Council had supported Ukraine’s accession to the EU’s free roaming area, and the Cabinet of Ministers, in turn, created the conditions for the country to adopt the EU internal market regime in the field of roaming.

It was expected that EU countries would grant Ukraine access to their roaming zone by the end of spring.

In early June, President Volodymyr Zelenskyy signed a law implementing EU legislation on electronic communications.

On June 6, Kyiv submitted a notification to the European Commission confirming the completion of all necessary legislative procedures to join the EU roaming zone.
