EU offers three counterproposals to US peace plan for Ukraine, says WP

European leaders have developed their own proposals for a peaceful resolution to the war in Ukraine. These plans foresee Kyiv regaining control over key strategic sites without any restrictions on the Armed Forces of Ukraine, according to The Washington Post.
According to a copy of the European proposal obtained by the publication, no limitations are set for Ukrainian forces. The plan calls for returning control of the Zaporizhzhia nuclear power plant and the Kakhovka dam to Ukraine, as well as ensuring "unhindered passages" along the Dnipro River and control over the Kinburn Spit.
Other territorial disputes are to be addressed after a ceasefire.
An anonymous European official stated that on Sunday in Geneva, senior officials from France, Germany, and the United Kingdom will join negotiations on the peace plan. The discussions aim to develop a common European approach to resolving the conflict and ensuring stability in the region.
US peace plan for Ukraine
Recently, the United States presented a 28-point plan aimed at ending the war in Ukraine. According to this draft, jointly developed by US and Russian representatives, Kyiv would have to relinquish the occupied parts of Zaporizhzhia and Kherson regions, as well as Donetsk and Luhansk. In return, Ukraine would receive certain security guarantees. Other conditions include reducing the size of the Ukrainian military and formally renouncing NATO membership.
European leaders criticized this initiative and immediately began crafting their own alternative plan. Meanwhile, Donald Trump issued an ultimatum to Kyiv to agree to the terms by November 27, warning that Ukraine’s situation could worsen otherwise. However, on November 22, he clarified that the agreement text was not final and could still be adjusted.
President Volodymyr Zelenskyy, in an address to the nation, noted that the country faces a difficult choice between preserving its dignity and risking the loss of a key partner. Discussions on the US draft, involving Ukraine, the EU, and the US, are scheduled for November 23 in Geneva. Zelenskyy emphasized that he would defend Ukrainian interests at the meeting.
On its part, the Kremlin, through press secretary Dmitry Peskov, stated that it had not seen any readiness on Ukraine’s side to join discussions regarding this peace plan.
