EU leaders are developing their own plan to end the war in Ukraine, which is expected to be more favorable for Kyiv, The Wall Street Journal reports.

According to the publication, European politicians are trying to persuade Kyiv to support the draft of their document, which, in the EU's view, includes conditions more favorable for Ukraine.

"Europe hopes to have the plan ready within days, but Kyiv has so far not committed to joining it," the article states.

The authors also note that Europe may be preparing a new plan to express dissatisfaction with the US proposal.

It is expected that today, Secretary of State Marco Rubio will discuss the American initiative with European officials.

EU leaders, in private conversations, describe US President Donald Trump's plan as a capitulation of Ukraine and will try to use their connections in Washington to dissuade the administration from pursuing this proposal.

US peace plan

American and Russian officials have developed a plan to end the war in Ukraine.

In creating the plan, the United States consulted with Russian envoy Kirill Dmitriev. After meeting with Dmitriev, they also discussed the plan with Rustem Umerov, national security adviser to Ukrainian President Volodymyr Zelenskyy.

Yesterday, on November 20, Zelenskyy officially received the draft plan from the United States and plans to discuss it with US President Donald Trump soon.

The full text of the 28-point peace plan, which the United States is urging Ukraine and Russia to sign in the near future, has already been published online.

A senior White House official acknowledged that the plan is difficult for Ukraine, but said the US believes the war must end, and that if it does not, Ukraine will likely lose even more territory.
