Ukraine's borders cannot be changed by force, and its army cannot be artificially reduced.

This was stated by European Commission President Ursula von der Leyen, reports Reuters.

She emphasized that any realistic and lasting peace solution must "first and foremost stop the killing and end the war, while not sowing the seeds for a future conflict."

The Commission head noted that countries have already agreed on key principles and "the main elements necessary for a just and lasting peace and Ukraine's sovereignty."

The first point, she said, is that "borders cannot be changed by force."

"Second, as a sovereign nation there cannot be limitations on Ukraine's armed forces that would leave the country vulnerable to future attack and thereby also undermining European security," said the Commission president.

The third point von der Leyen mentioned is the need for "the centrality of the European Union in securing peace for Ukraine."

She stressed that Ukraine has the right to choose its own path, and "it has chosen a European destiny."

US peace plan for Ukraine

The US has released a 28-point plan to end the war, developed with input from Russia. The document requires Ukraine to transfer control of eastern and parts of southern regions to Russia, reduce its army, and abandon NATO in exchange for security guarantees.

US President Donald Trump set a deadline for agreement by November 27, threatening to halt military support if Ukraine refuses, although he noted that the text of the deal could still change.

Ukrainian President Volodymyr Zelenskyy described the situation as a difficult choice between national dignity and maintaining an ally. He will defend the country’s interests in Geneva on November 23.

Meanwhile, EU leaders have prepared counterproposals that impose no restrictions on the Ukrainian armed forces and return strategic facilities to Kyiv.
