EU already working on 21st sanctions package against Russia, Estonia says

The work on the European Union’s 21st sanctions package against Russia has already begun, Estonian Foreign Minister Margus Tsahkna said on X.
The Estonian minister stressed that the EU has finally adopted the 20th sanctions package, but added that "we are not done."
"Russia funds its aggression through energy. Those taps must be shut off completely, including a full maritime services ban on its oil. We will intensify pressure until Russia ends its war and returns to its borders. Work on the next package of sanctions has begun," Tsahkna emphasized.
He also emphasized that "Ukraine is not alone."
Sanctions and loan for Ukraine
On April 23, the EU officially approved its 20th sanctions package against Russia. European Council President António Costa said the measures would reduce Russia’s ability to wage war.
The Commissioner of the President of Ukraine for Sanctions Policy, Vladyslav Vlasiuk, outlined details of the 20th package. It includes sanctions for the Kremlin's propagandists and on Russia’s oil exports and defense sector.
In addition, the European Council today approved a €90 billion loan for Ukraine. Repayment will not come from Ukraine’s state budget but from future reparations from Russia.
Ukrainian President Volodymyr Zelenskyy said Ukraine expects to receive the first tranche of the €90 billion from the EU by late May to early June. He noted that the funds will be directed toward the Armed Forces, weapons production, and support for citizens.
