The European Union has allocated €90 billion to Ukraine for the next two years. This money is non-refundable and interest-free, according to Ukraine's Finance Minister Serhii Marchenko.

"The European Council has decided paramount importance of Ukraine to provide €90 billion over the next two years," Marchenko says.

According to him, these funds are essentially non-repayable and interest-free for Ukraine. Repayment can only take place after Russia compensates Ukraine for the damage caused by its aggressive war.

Marchenko also stresses that the funds received will be directed to the budget and defense needs.

"Work on the Reparation Loan must continue—its implementation requires additional preparation. I thank our European partners for their determination and understanding of Ukraine's needs," the Ukrainian Finance Minister adds.

Background

On December 18-19, an EU leaders' summit is taking place in Brussels, at which a decision on financial support for Ukraine for 2026-2027 is to be made.

European Commission President Ursula von der Leyen stressed that the meeting would not end until a solution was found.

Earlier, Germany warned the EU that refusing to support a reparations loan for Ukraine could worsen credit ratings and raise interest rates.

The US is putting pressure on many EU countries to refuse to use frozen Russian assets for Ukraine's needs.

Ukrainian Foreign Minister Andrii Sybiha said that the EU's fears about frozen Russian assets are imposed by Moscow and are largely based on Russian disinformation.

Participants at the EU summit agreed to provide Ukraine with €90 billion between 2026 and 2027.
