The European Union has allocated 10 million euros for a special tribunal to prosecute the crime of aggression against Ukraine, according to European Union Foreign Affairs chief Kaja Kallas.

"Today, the EU provided the first €10 million for a new Special Tribunal to prosecute Russian leaders for their role in Moscow’s war against Ukraine," Kallas said.

She emphasized that Russian leaders are responsible for the war and must be held accountable.

"There can be no impunity," Kallas added.

Creation of the special tribunal for Russia

In October 2025, EU Foreign Affairs chief Kaja Kallas stated that at least 25 countries had expressed willingness to participate in the special tribunal for Russia.

At the same time, in November last year, Euronews reported that the Council of Europe’s initiative to create an international tribunal to hold Russia accountable for the crime of aggression against Ukraine was at risk due to funding shortages.

According to the outlet, European countries are finding it increasingly difficult to meet financial obligations without US support, and donors are concerned about Washington potentially withdrawing from multilateral projects.

Euronews sources noted that the special tribunal was agreed upon in June between the Council of Europe and President Volodymyr Zelenskyy, but declining US support for Ukraine put the implementation of the project at real risk.
