Russia launched a massive strike on Ukraine on the morning of November 17. Power generation and transmission facilities were targeted, resulting in casualties and at least one death.

RBC-Ukraine has gathered all available information on the consequences of the attack on Ukraine.

Around 7:00 a.m., it became known that Russian forces were launching mass drone and missile attacks. Explosions were heard in Kyiv, Odesa, Kryvyi Rih, Pavlohrad, Vinnytsia, Mykolaiv, Rivne, Ivano-Frankivsk, and the Khmelnytskyi, Lviv, and Zakarpattia regions.

The Air Force warned of drone launches, ballistic missiles, and Kinzhal missiles heading towards Kyiv. Air defense systems were active in most regions.

Energy strikes: attack on power plants and power outages

Energy Minister Herman Halushchenko reported another massive attack on the energy system.

"The enemy is attacking power generation and transmission facilities across Ukraine," he wrote on Facebook.

Since the main focus of the attack was on the energy sector, the transmission system operator introduced emergency power outages, and some regions faced disruptions in electric transport and water supply.

Emergency power cuts were implemented in Kyiv and the Kyiv region, as well as in Dnipropetrovsk, Donetsk, Cherkasy, Kirovohrad, Poltava, Chernihiv, Kharkiv, and Sumy regions.

In addition, Russia targeted DTEK’s thermal power plants.

"DTEK thermal power plants were attacked. As a result of the strikes, equipment at the plants was seriously damaged. After the attacks, the plant workers promptly began to address the damage and restore the equipment," the company clarified.

According to energy officials, this is the eighth mass attack on the company’s energy facilities this year. Since the beginning of the full-scale invasion, DTEK’s thermal power plants have been targeted over 190 times.

Power outages disrupt rail service

Due to the mass Russian shelling, several railway sections in the south, west, and northeast of Ukraine were left without power.

Currently, according to Ukrzaliznytsia (Ukrainian Railways), the following passenger trains are running with delays:

  • Train No. 51: Zaporizhzhia – Odesa
  • Train No. 207: Kharkiv – Odesa
  • Train No. 25/135: Yasinia, Chernivtsi – Odesa
  • Train No. 78: Kovel – Odesa
  • Train No. 87: Zaporizhzhia – Kovel
  • Train No. 59: Kharkiv – Odesa

Reserve locomotives have already been dispatched to restore movement on these routes.

Kyiv: casualties, fire, and debris near Silpo supermarket

Russian forces attempted to attack Kyiv with missiles and drones. Air defense systems were operational in the capital.

Damage from falling missile debris was recorded in four districts: Pecherskyi, where a fire broke out on the roof of a building, injuring two people; Holosiivskyi, where missile debris fell near the Silpo supermarket; and Desnianskyi and Dniprovskiy districts.

Later, the Kyiv City Military Administration (KMVA) reported that for the attack, including on Kyiv, the enemy used X-101/55 cruise missiles from Tu-95MS strategic bombers, Kh-31K aeroballistic missiles from MiG-31K, Iskander-M (KN-23) ballistic missiles, Zircon missiles, Kalibr cruise missiles from the Black Sea, and strike UAVs.

"Almost all of Ukraine's territory was under attack. In the capital, air raid alarms were declared twice and lasted almost five hours in total," the administration said.

Defensive forces in Kyiv’s airspace detected and destroyed several X-101/55 cruise missiles, several Kh-31K aeroballistic missiles, several Iskander-M (KN-23) ballistic missiles, and possibly also a hypersonic Zircon missile, as well as up to a dozen strike UAVs.

Mykolaiv: attack on residential sector, casualties and injuries

Around 6:00 AM, Russian forces attacked civilian infrastructure in Mykolaiv, with the residential sector coming under fire. Initially, there were reports of casualties.

After 7:00 AM, Mykolaiv’s mayor reported that six people had already been injured.

"Unfortunately, there is one fatality. There are damages in the residential sector," Mayor Senkevych said.

After 8:00 AM, regional military administration head Vitalii Kim reported two deaths during the Russian attack, and the State Emergency Service (SES) clarified that, in addition to the two deceased women, four adults and two children were injured.

Strike on Prykarpattia: attack on critical infrastructure

It was also a tense morning in Prykarpattia.

"Among the targets was a critical infrastructure facility. A fire broke out at the scene, and firefighters are working to extinguish it," said the head of the regional military administration, Svitlana Onyshchuk.

Fortunately, no casualties have been reported so far. All services are working at the scene, and the situation is under control.

Russia strikes Rivne with missile attack

During the mass attack on Ukraine, the Rivne region also endured a missile strike.

"The target was a critical infrastructure facility. All services are working to mitigate the consequences of the strike. We will gradually restore electricity and water supplies," said the head of the regional military administration, Oleksandr Koval.

Nearby residential buildings were also damaged, with windows shattered.

Attack on Dnipropetrovsk region: infrastructure facility hit, railway workers killed

This morning, Russia launched an attack on the Dnipropetrovsk region. In Dnipro, several high-rise buildings, an educational institution, and a car were damaged.

"At present, one person is reported injured. A 42-year-old man sustained shrapnel wounds. He is receiving all necessary medical care," said the head of the regional administration, Serhii Lysak.

Additionally, the Russians hit an infrastructure facility in Kryvyi Rih with a rocket.

"The damage is significant, but thank God, we do not see any fatalities so far. There are damages in the residential sector and two schools. Emergency shutdowns of heating plants, pumping stations, and several powerful hydraulic shocks occurred in the water and heat supply networks," said Oleksandr Vilkul, head of the Defense Council of Kryvyi Rih, regarding the aftermath of the attack.

Furthermore, as reported by Ukrzaliznytsia, as a result of the enemy shelling of a depot in Dnipropetrovsk region, two railway workers were killed and three others were injured.

Attack on Kremenchuk: severe car fires and injuries

The invaders also launched a missile strike on Kremenchuk.

"There are casualties, destroyed cars, and minor damage to residential buildings," said mayor Vitalii Maletsky.

Medical teams are assisting a woman who was injured by falling debris while walking her dog. She is currently under medical supervision.

Three strikes on Zaporizhzhia: casualties reported

Russia also carried out three strikes on Zaporizhzhia. "As with other areas of Ukraine, the targets were the region's critical infrastructure," said the head of the regional military administration, Ivan Fedorov.

Later, he confirmed that two people were injured as a result of the enemy attack on Zaporizhzhia.

"A 59-year-old man is in hospital. Medical staff are providing all necessary assistance. An 18-year-old man refused hospitalization after being examined by doctors," he added.

Lviv region: one dead and injured

In the Lviv region, the occupiers again targeted critical infrastructure, damaging a main heating pipeline.

Sadly, a woman died when fragments of a Russian missile fell in Chervonohrad (Sheptytskyi) district in the Lviv region.

"She was 66 years old and was in her car at the time of the attack," said the head of the regional military administration, Maksym Kozytskyi.

Two other men were injured, one of whom was hospitalized. Medical teams are providing all necessary care.

Zhytomyr and Kyiv regions: damages and fires

In the Zhytomyr region, a private residence was damaged during the attack, with a utility building and a residential house being hit. Firefighters extinguished a 3 square meter fire. No injuries or fatalities have been reported.

In the Kyiv region, rocket fragments have caused damage to private residential and farm buildings, a club and library building, and two cars. A fire broke out in a private garage, which was promptly extinguished by firefighters. There are no reported casualties or fatalities.

Zelenskyy's response

Ukrainian President Volodymyr Zelenskyy has already responded to Russia's massive strike on Ukraine. According to him, Russia launched about 120 missiles and 90 drones at the country.

"Our air defense forces destroyed over 140 aerial targets. The enemy’s goal was our energy infrastructure across Ukraine. Unfortunately, there has been damage to facilities from impacts and falling debris," he noted.

The president expressed his gratitude to the air defense forces involved in repelling the attack: anti-aircraft missile troops, F-16 pilots, Su-25 and MiG pilots, mobile fire groups, and electronic warfare units, who worked in an organized manner.
