Electronic draft notices: Parliament preparing new law on mobilization in Ukraine
Fedir Venislavskyi, member of the Committee of the Verkhovna Rada on National Security, Defense, and Intelligence, in a comment to RBC-Ukraine, stated that the electronic draft notices did not find support in the committee of the Verkhovna Rada of Ukraine. Instead, registering in the electronic cabinet remains a right rather than an obligation.
"Another key point concerns the electronic cabinet of the conscript and the possibility of receiving notifications in electronic format about the need to appear at the military registration and enlistment office and for military service. This is essentially an alternative to electronic draft notices - we have also abandoned this, as it did not find support in the committee," he said.
According to Venislavskyi, the possibility of registration in the electronic cabinet remains "a right rather than an obligation."
"We also left the possibility, primarily for persons residing outside Ukraine, to use the electronic cabinet for remote data updates without entering the territory of Ukraine, as then there would be problems with their departure," he said.
Venislavskyi noted that in this context, the discussion could also concern students studying abroad and men who moved abroad before the war.
Commenting on the methods of delivering the draft notices and sending them to the electronic cabinet for those registered there, he pointed out that all other methods remain the same.
"In paper form, delivery under video recording, or other means provided that it is documented that the person received it," clarified the Committee member on National Security, Defense, and Intelligence.
Draft law on mobilization
At the end of January, the Cabinet of Ministers submitted to the Verkhovna Rada a draft law on mobilization, which proposes to change the procedure for its conduct.
The draft law contains provisions regarding changing the rules for the departure of conscripts abroad, providing "armor" against conscription for Ukrainians, allowing draft notices to be sent through the electronic cabinet, lowering the conscription age to 25, restrictions for draft evaders, and more.
The parliament adopted the draft law in the first reading a few weeks ago.
The speaker of the Verkhovna Rada, Ruslan Stefanchuk, stated that members of parliament have 14 days between the first and second readings of the draft law on mobilization to propose amendments.
President Volodymyr Zelenskyy stated that Ukraine is amending the law on mobilization because the document was adopted before the war and does not reflect the current realities.
