Prime Minister of Ukraine Yuliia Svyrydenko announced that the government has adopted a number of decisions aimed at protecting Ukrainian businesses and increasing domestic weapons production.

"The state will not interfere with those who work honestly. Today we approved an implementation plan for the National Security and Defense Council's decision on a moratorium on groundless inspections and interference in business operations," Svyrydenko stated in her video address on Telegram.

According to the approved plan, starting July 24, the tax and customs authorities will limit inspections for low-risk enterprises. Exceptions will apply to high-risk sectors, such as the circulation of excisable goods, where control remains necessary.

Within a month, the State Regulatory Service, together with the ministries, must submit proposals on deregulation and reducing excessive permit documentation. By October 21, law enforcement agencies must agree on a mechanism to identify assets under sanctions and ensure their return to the state budget - to be used for defense and recovery needs.

"There are plans to launch a digital control system and to conduct quarterly reviews of the effectiveness of decisions," the Prime Minister added.

The government is also preparing changes to the Criminal Procedure Code. According to Svyrydenko, new criminal proceedings against businesses will only be initiated by the Prosecutor General or regional-level heads.

"Our priority is justice, not tolerating selective enforcement," Ukraine's PM emphasized.

The government has also focused on issues related to the defense industry. Together with the Ministry of Digital Transformation, it approved the launch of a new grant competition within the Brave1 initiative. This initiative is aimed at scaling up the production of explosives in Ukraine.

"Everything - from equipment to chemical components - must be produced in Ukraine. Systematically and in the necessary volumes," Svyrydenko stressed out.

Ukraine's PM noted that the state has changed its approach to cooperation with business and is supporting only those companies that have a real impact on the course of the war. Through Brave1, more than 560 defense tech projects have already been funded, totaling over 2.2 billion UAH.

According to the Prime Minister, the competition involves technical expertise by security agencies, control tests, and a transparent selection process. All details, including financial indicators, will be published soon by the Ministry of Digital Transformation team.

Moratorium on business inspections

Earlier, Prime Minister Yuliia Svyrydenko stated that the government and the NSDC were preparing to introduce a one-year moratorium on business inspections. Svyrydenko explained that this would help further de-shadow the economy and ensure equal conditions that benefit compliant businesses.

Just yesterday, President Zelenskyy announced that a moratorium on business inspections had been implemented in Ukraine.

Later, Svyrydenko clarified that control would be applied only in a targeted manner - where real risks exist.
