Meloni assesses progress in Ukraine talks

Progress has been made in negotiations on ending Russia’s war against Ukraine, particularly on security guarantees and reconstruction, but key territorial issues remain unresolved, according to Sky TG24.

Italian security proposal
Italian Prime Minister Giorgia Meloni said negotiations have recorded important progress in draft documents currently under discussion.
In particular, security guarantees for Ukraine are being actively discussed, modelled on NATO’s collective defence principles under Article 5. Meloni said Italy’s proposal has formed the basis for these guarantees, aimed at ensuring Kyiv’s long-term protection.
Reconstruction efforts
Meloni also highlighted ongoing work on Ukraine’s reconstruction plan, saying a peace framework already exists in which many issues have been resolved on paper. She stressed that diplomatic efforts cover a broad range of economic and infrastructure measures needed for post-war recovery.
Territorial issue and just peace
At the same time, the Italian leader said resolving the key territorial question, over which Russia continues to make claims, remains distant.
Meloni stressed that the goal should not be simply peace, but a just peace, arguing that Russia’s territorial demands are considered unfounded.
Despite progress on security guarantees and reconstruction, she said the path toward a final settlement remains complex and will require further negotiations and compromises.
Separately, German Chancellor Friedrich Merz said the likelihood of a rapid end to the war through diplomacy is extremely low, citing the complexity of the situation.
Ukraine and Russia have agreed in principle to hold another round of peace talks, though details and dates have not yet been disclosed, according to Foreign Ministry spokesperson Heorhii Tykhyi.
