The scenario proposed by US special envoy Steve Witkoff for ending Russia’s war against Ukraine is not working. Against this backdrop, the influence of Secretary of State Marco Rubio is beginning to grow, political analyst Oleh Saakian stated in a comment to the RBC-Ukraine YouTube channel.

"Rubio is currently increasing his presence and influence, largely because Witkoff’s scenario is failing," Saakian noted.

According to the expert, if Witkoff’s plan collapses, the administration of US President Donald Trump will be forced to adopt a different approach. That is precisely why Rubio is stressing the need for action within the next few days.

According to the expert’s assessment, the current dominant position in Trump’s administration is a desire for an agreement with Russia, even if it means concessions at the expense of Ukraine or other countries. However, Trump is not willing to accept conditions set by Moscow if they could be seen as a sign of weakness on his part.

"Rubio is currently raising the stakes toward Russia and is talking about a few days, otherwise there will be no agreement," the expert explained.

He added that if an agreement were reached now, it would appear as a victory for the US — a deal imposed from a position of strength.

The expert also emphasized that this is about a political victory, demonstrating the approach of "peace through strength." According to him, Rubio is simultaneously criticizing both Ukraine and Russia, stating that "nothing in the world revolves around Ukraine." At the same time, he does not talk about lifting sanctions against Russia; instead, he supports their strengthening.

Division within Trump’s team

US special envoy Steve Witkoff, after his visit to Russia and meeting with Russian President Vladimir Putin, began promoting pro-Russian narratives regarding the war in Ukraine.

In particular, Reuters reported that, according to Witkoff, the fastest path to peace in Ukraine would supposedly be granting Russia ownership of four eastern Ukrainian regions.

Later, Witkoff stated that the "key" to ending the war in Ukraine is the so-called "five territories."

Meanwhile, The Wall Street Journal reported that there may be a division within US President Donald Trump’s team. Several of his advisers have urged caution regarding Moscow’s statements on a ceasefire. Despite this, according to media reports, Trump "still stands by his envoy Steve Witkoff."

At the same time, US Secretary of State Marco Rubio stated that President Donald Trump would abandon mediation between Russia and Ukraine within a few days if there are no clear signs that an agreement can be reached.
