The ceasefire regime between Ukraine and Russia regarding energy infrastructure has been officially agreed upon and is set to take effect from March 23-24, states Mykhailo Podolyak, advisor to the head of the President's Office, in a comment to the RBC-Ukraine YouTube channel.

"Formally. Once again – formally. Look, as soon as the list of objects, those that cannot be struck, was agreed upon, which happened on March 23-24 during the Ukraine-USA and USA-Russia negotiations, we can consider that, legally speaking, there is a list of objects agreed upon by both sides, and in principle, from the 23rd to the 24th, it should work," he said.

Podolyak emphasized that Russia had previously announced a ceasefire starting from March 18, but this date has no legal basis.

"Certainly, not from the 18th, that's just nonsense, a classic Russian move, they say something to themselves so that later they can say, 'Look, they’ve been hitting since March 18,'" Podolyak stated.

According to him, Ukrainian President Volodymyr Zelenskyy has officially recorded the ceasefire, but the key issue remains monitoring and documenting possible violations.

"The United States needs to work out a regulation for itself. There is technical intelligence, aerospace intelligence – how they will record it, how it will be legally formalized, and so on," the advisor explained.

He added that the process of documenting violations is necessary for making decisions on how to respond.

"This regulation certainly needs to be developed, so that, once again, it’s not just about saying 'you’ve struck there,' but clearly showing when the strike was delivered, who exactly delivered it, on which object, if this object is on the list of objects that cannot be struck," he emphasized.

Negotiation process regarding the end of the war

This month, the United States held a series of meetings with Ukrainian and Russian delegations. The discussions focused on a 30-day ceasefire between Kyiv and Moscow.

Following the latest meeting, both Ukraine and the United States have issued joint statements on the agreements reached in Saudi Arabia.
