Ukraine continues to use what it calls “long-range sanctions” against Russia’s oil refining industry. Overnight on May 21, the Syzran oil refinery, located more than 800 kilometers from the Ukrainian border, came under attack, according to Ukrainian President Volodymyr Zelenskyy, the Special Operations Forces and the Unmanned Systems Forces.
Ukraine’s Special Operations Forces said Deep Strike units hit the Syzran oil refinery in Russia’s Samara region, which belongs to Rosneft.
The Unmanned Systems Forces said operators from the 1st Separate Center and the 413th Raid Regiment carried out the strike on the Russian facility.
“A massive fire was recorded at the facility, which has a processing capacity of up to 9 million tons of oil per year and is located more than 800 kilometers from Ukraine’s border,” the Special Operations Forces said.

What is known about the Syzran refinery
The Syzran refinery is part of Rosneft’s Samara refining hub and produces gasoline, diesel fuel, jet fuel, and other petroleum products. The plant processes between 7 and 8.9 million tons of oil annually.
In addition to civilian needs, the refinery supplies fuel to Russian military aviation and military units in central and southern Russia. Petroleum products are also exported from the facility via the Volga River and the Caspian Sea.
“The Unmanned Systems Forces continue systematically reducing the enemy’s ability to supply Russian troops with fuel and maintain its aggressive war against Ukraine,” the statement said.
What preceded the strike
Earlier overnight, reports appeared on social media claiming that a fire had broken out at the Syzran refinery. Local residents allegedly heard air defense systems operating before explosions were reported.
Photos and videos published online showed a large column of black smoke rising over the refinery area. Local authorities reported that two people were killed in the incident, and there were also injuries.
