Ukraine will hold meetings with American and European partners in the coming days to discuss ending the war, with several events expected in Berlin, reports President Volodymyr Zelenskyy.

He said there will be a briefing from Secretary of the National Security and Defense Council Rustem Umerov and the Ukrainian negotiation team on contacts that have already taken place.

In addition, Chief of the General Staff of the Armed Forces of Ukraine Andrii Hnatov and representatives of the Ukrainian defense and security sector will focus on security guarantees for Ukraine.

Zelenskyy added that Ukrainian officials continue discussions with the United States and Europe on the real postwar recovery and development of the country.

The president also confirmed that he will meet in the coming days with envoys of US President Donald Trump.

"Most importantly, I will be meeting with envoys of President Trump, and there will also be meetings with our European partners, with many leaders, concerning the foundation of peace – a political agreement to end the war. The chance is considerable at this moment, and it matters for every city, for every Ukrainian community. We are working to ensure that peace for Ukraine is dignified, and to secure a guarantee – a guarantee, above all, that Russia will not return to Ukraine for a third invasion," Zelenskyy emphasized.

He expressed gratitude to all who are assisting Ukraine and noted that the Ukrainian delegation in Berlin will work actively and constructively with all parties who can "make the agreement proper."

US peace plan and Berlin meeting

The United States, Ukraine, and Europe have been finalizing a US peace plan for nearly a month, which was initially seen as favoring Russia.

Recent reports indicate the parties are discussing three key initiatives: a framework document, security guarantees, and a document that lays the foundations for post-war reconstruction.

According to Axios on December 13, the Trump administration is prepared to provide Ukraine with legally binding security guarantees based on NATO Article 5.

Territorial disputes remain the most challenging issue, as Washington demands ceding the Donbas region, which Ukraine rejects.

However, according to the Axios source, the US considers Zelenskyy's statement about a possible referendum on a peace agreement that provides for the transfer of part of Ukrainian territory to be progress.

A meeting in Paris on Saturday, December 13, between US, Ukrainian, and European representatives to continue peace plan negotiations was canceled for unspecified reasons.

Axios reported that Trump will send his Special Envoy Steve Witkoff to Berlin this weekend to meet with Zelenskyy and European leaders, with the White House reportedly aiming to reach a peace agreement by the end of the year.
