Despite the end of the war, men will not be immediately allowed to leave the country, as there will be a kind of transition period between martial law and peacetime, stated Mykhailo Podolyak, advisor to the head of the Office of the President of Ukraine.

Podolyak explained that the travel restrictions will remain in place until the end of martial law. After that, a short transitional period will follow, after which the borders will reopen and can be crossed freely.

Effectively, the advisor assured, this will mean full freedom of travel. However, the government is taking into account possible risks and potential border queues.

Podolyak also advised men not to leave Ukraine, noting that after the war, there will be jobs and reconstruction programs available. In his view, staying in the country could be just as promising as trying to seek opportunities abroad.

Travel of men aged 18–22 abroad

On August 27, the Cabinet of Ministers of Ukraine published a resolution allowing men aged 18 to 22 to cross the border during martial law. The Office of the President explained that this measure is intended to "preserve young men for Ukraine."

These men are required to carry not only a passport but also a military registration document, which must be presented at border checkpoints upon request by State Border Guard Service personnel.

RBC-Ukraine reported that from the morning of August 28, people aged 18–22 were indeed allowed to cross the border, and some have already departed.
