For Ukraine, the most sensitive points in the US peace plan are territory, Russia's frozen assets, and security guarantees, Ukrainian President Volodymyr Zelenskyy stated at a press conference with Ireland's Prime Minister Micheál Martin.

The head of state noted that he cannot yet disclose all the points of the US peace plan, which was revised after contacts between American and Ukrainian officials.

"What I can say is that the most sensitive things, the most difficult issues, the challenges, are territories and frozen assets," Zelenskyy added.

He clarified that most Russian assets are frozen in European countries, and he cannot decide on behalf of EU leaders how to dispose of them.

Another sensitive issue, the President said, is security guarantees. Ukraine expects strong guarantees from the United States, Europe, and several other partners.

"I believe these three topics are the most sensitive and important, and I think our teams continue to work on them," Zelenskyy said.

US peace plan

The United States initially drafted a 28-point peace plan that envisioned significant concessions from Ukraine.

In particular, it proposed territorial concessions — Ukraine would have had to hand over the Donetsk and Luhansk regions to Russian control. Kyiv rejected this, insisting that the territorial issue must be addressed based on the current line of contact.

After two rounds of talks between Ukrainian and American officials, the plan was revised. Yesterday, on November 1, White House Press Secretary Karoline Leavitt said the peace plan had been updated and that Washington "feels very optimistic."
