Zelenskyy names priority countries for multiple citizenship agreements

During the implementation of the law on multiple citizenship, Ukraine will primarily conclude agreements with countries where the largest number of Ukrainians live, as well as with partner states, President of Ukraine Volodymyr Zelenskyy said during the Ukrainian Youth Forum 2025: Youth Is Here!
"Multiple citizenship is an important law adopted by the Ukrainian parliament. The law exists, the law is correct," Zelenskyy said.
According to him, the next step will be to determine the list of states with which Ukraine will first implement the possibility of multiple citizenship.
Priority will be given to those countries where a significant number of Ukrainians live and which actively support Ukraine during the full-scale war with Russia.
"We understand who our closest friends are — these are the countries of the European Union, where most of our Ukrainians are, as well as the United States of America," the president noted.
Zelenskyy added that the government will be responsible for forming and publishing the list of countries with which the provision on multiple citizenship will apply.
Law on multiple citizenship
On July 15, President of Ukraine Volodymyr Zelenskyy signed the law introducing the institution of multiple citizenship in Ukraine. Under certain conditions, Ukrainians will be able to simultaneously hold passports of two or more countries.
The document stipulates that the list of countries with which multiple citizenship will be allowed will be determined taking into account the security and interests of Ukraine.
