Zelenskyy intends to develop Ukraine's new victory plan, President's Office explains the grounds
The media reported that President Volodymyr Zelenskyy is preparing another plan for Ukraine during the war. These plans should be two key components on the path to Ukraine's victory, Mykhailo Podolyak, adviser to the head of the Office of the President, told RBC-Ukraine.
Zelenskyy's new plan
According to BBC Ukraine, President Volodymyr Zelenskyy has instructed to develop proposals for an internal victory plan. This is not an alternative to the already presented plan.
It refers to a document that will address internal decisions in various sectors - military-industrial complex, defense, economy, social policy, and others. The previous plan was more focused on Ukraine’s partners, while this one would focus on the steps Ukraine must take.
What Zelenskyy’s team says
As Podolyak told RBC-Ukraine, the victory plan presented earlier is aimed at Ukraine's partners. It includes detailed explanations of the types of weapons Ukraine needs and what it cannot produce on its own.
There is also a second component: the mobilization of Ukraine itself. Podolyak emphasizes that the assistance from partners and internal efforts are parallel processes.
“And he (the president - ed.) wants clear, structural explanations of who is responsible for which direction. What can be done in this area within a specific time frame, taking into account the necessary needs,” Podolyak explained.
He notes that it is necessary to explain to Ukrainians how the economy should work during the war.
“The victory plan presented to Western countries is focused on them and their capabilities. But internal market stimulation is also needed, and we need clarity on what government bodies should be doing in this economy. These are two components of the same process,” Podolyak emphasized.
Zelenskyy's victory plan
Last week, President Volodymyr Zelenskyy presented Ukraine’s victory plan in Europe. He also revealed some details of the plan in the parliament, Verkhovna Rada. According to the head of state, most European leaders supported Ukraine's victory plan.
The plan consists of five points and three secret annexes. The plan includes Ukraine’s swift invitation to NATO, strikes on Russian territory, and the weapons needed.
German Chancellor Olaf Scholz has rejected key points of Ukraine's plan.
