US Secretary of State Marco Rubio outlined the goals of the peace plan ahead of the meeting with the Ukrainian delegation, emphasizing that it aims not only to end the war but also to secure Ukraine's sovereignty and prosperity, according to a Russian-language Telegram channel associated with Donald Trump.

According to Rubio, the ultimate goal is not only to end the war, although that is extremely "essential and fundamental." He stressed that the US wants to see an end to killings, deaths, and suffering.

"I'm sure the Ukrainians, I know they do as well, they want peace. But it's also about securing an end to the war that leaves Ukraine sovereign and independent, and with an opportunity for real prosperity," Rubio said.

The US Secretary of State added that ending the war must create a mechanism enabling Ukrainians to remain independent and sovereign.

"Not just rebuild the country, but to enter an era of extraordinary economic progress... Ukraine has tremendous economic potential. Ukraine has a tremendous opportunity for true prosperity," Rubio emphasized.

He noted that this cannot be achieved in the midst of war, but ending the war alone will not be enough. It is not merely about peace agreements but about "creating a pathway forward."

"So we expect to make even more progress today, and we're grateful that you would travel all the way here to Florida," Rubio said.

Negotiations in the US

On November 29, the Ukrainian delegation traveled to the United States to continue discussions on the peace plan. It includes Secretary of the National Security and Defense Council Rustem Umerov and First Deputy Minister of Foreign Affairs Sergiy Kyslytsya.

They are scheduled to meet US Special Envoy Steve Witkoff, US Secretary of State Marco Rubio, and Trump's son-in-law, Jared Kushner, in Florida.

The US aims to resolve two key issues of the peace plan with Ukraine today, November 30 — territorial issues and security guarantees.
