Two competing proposals to fund the government, one from Democrats and one from Republicans, have both failed in the Senate, according to CNN.

The US Senate once again failed on October 6 to pass a funding bill that could have ended the ongoing government shutdown.

The main sticking point remains a provision concerning tax credits for healthcare coverage for vulnerable Americans. Democrats are demanding a permanent extension of expanded tax subsidies under the Affordable Care Act (Obamacare) to help citizens purchase private insurance, while Republicans remain firmly opposed.

Meanwhile, the White House may begin large-scale layoffs of federal employees if President Donald Trump concludes that negotiations over the shutdown have collapsed.

Economic advisers to Trump have warned that a prolonged shutdown could have serious economic consequences, costing the country $15 billion in GDP losses per week.

Impact on Ukraine

Since October 1, 2025, the US federal government has been in a partial shutdown due to the lack of an approved budget. This has fueled speculation about a possible pause in US weapons deliveries and other aid to Ukraine.

However, Ukrainian President Volodymyr Zelenskyy said the US government shutdown has not affected arms supplies under the PURL program. He emphasized that Ukraine continues to purchase necessary weapons from the US through PURL, which is funded in part by European Union contributions.

Ukraine’s ambassador to the United States, Olha Stefanishyna, also denied any immediate impact of the shutdown on US arms deliveries.
