Ukraine to roll out winter support plan with energy price freeze and free rail travel

Ukrainian President Volodymyr Zelenskyy has instructed the government to prepare a comprehensive winter support program that will start operating in December.
According to Zelenskyy, the package will include several types of assistance. As last year, Ukrainians will receive direct financial aid that can be used for essential needs.
Separate programs will be launched for elderly people living alone, large families, residents of combat zones, and other vulnerable groups. The government and the Prime Minister will present the details soon.
The President also emphasized that the state will maintain fixed gas and electricity prices for household consumers.
"No price hikes — neither for gas nor electricity," Zelenskyy said.
UZ-3000
Another initiative, called UZ-3000, will allow Ukrainians to travel by train for free within the country for up to 3,000 kilometers.
"Three thousand kilometers so everyone can choose rail routes across Ukraine — Lviv to Kyiv, Kyiv to Dnipro, or any other — all free of charge," Zelenskyy said.
The Ministry of Health is also preparing to launch a nationwide medical check-up program that will allow every Ukrainian to undergo a basic examination starting in January.
"I've instructed the government to finalize preparations for this winter support package within the next few weeks and present the details by November 15, so people can start using it," the President said.
Frontline regions
Evacuation from dangerous areas remains one of the key government tasks. Since early summer, nearly 100,000 people have left combat zones, including more than 11,000 children and over 3,000 people with limited mobility.
A network of temporary housing for displaced people is now expanding across Ukraine. Digital tools are also being introduced to help speed up integration into new communities.
Earlier, Ukraine's Prime Minister Yulia Svyrydenko said the government may revise the list of frontline territories to provide additional benefits to residents.
