Ukraine and the Council of Europe Development Bank have signed a framework loan agreement worth 50 million euros to provide housing for internally displaced persons.

The project envisions providing over 1,100 concessional mortgage loans to families of internally displaced persons. Notably, the mortgage terms include a fixed interest rate of 3%, a repayment period of up to 30 years, and the option to apply through the Diia portal (Ukraine's unified state web portal of electronic services).

Looking ahead, cooperation between the Council of Europe Development Bank and Ukraine also includes plans to launch a separate concessional lending program for veterans and citizens affected by the war.

This is the second agreement with the Council of Europe Development Bank aimed at supporting the housing sector in Ukraine. The first agreement, worth 100 million euros, was signed in 2024 and provided compensation for destroyed housing through the issuance of housing certificates (the HOME project). As part of this program, over 7,600 Ukrainians have already received new homes.

eVidnovlennia (eRestoration) program

Earlier, Prime Minister Denys Shmyhal stated that nearly 100,000 Ukrainian families have used the eVidnovlennia program over its two years of operation. These families received funds to repair damaged homes or purchased new ones using housing certificates.

The Verkhovna Rada recently voiced support for expanding the eVidnovlennia program.

In early April, Shmyhal announced that the World Bank would allocate $423 million to Ukraine. According to the official, these funds will be directed toward restoring transport infrastructure.
