Ukraine strikes Bashneft-UNPZ and Kuibyshev oil refineries in Russia

The Ukrainian Armed Forces struck two facilities in the Russian oil refining industry. These were oil refineries in Ufa and Samara, where fires were reported following the strikes, according to the General Staff of the Armed Forces of Ukraine.

Two oil refineries targeted
On the night of September 22, units of the Ukrainian Defense Forces struck the Bashneft-UNPZ oil refinery in Ufa, Republic of Bashkortostan. A fire broke out on the refinery's premises following the strike.
The plant has a capacity to process approximately 7.5 million metric tons of crude oil annually. The facility produces gasoline, diesel, and heating oil, liquefied gases, sulfur, and other petroleum products.
Another target of the attack was the Kuibyshev oil refinery in Samara, Samara region. A fire was also reported on the refinery's premises there.
The Kuibyshev oil refinery is part of PJSC Rosneft Oil Company and is one of the largest oil refineries in Russia's Samara Group. Its capacity is approximately 7 million metric tons of crude oil per year. The refinery produces gasoline, diesel fuel, fuel oil, and more than 30 other types of petroleum products.
Ukraine's General Staff notes that the products of both facilities are used to meet the needs of the Russian army.
The Ukrainian Defense Forces state that striking such targets is aimed at reducing Russia's military and economic potential. They also noted that Ukraine's actions constitute the exercise of its right to self-defense in accordance with Article 51 of the UN Charter.
Drone storage and launch site struck
Additionally, on September 21, 2026, units of the Ukrainian Defense Forces struck a Russian military facility near the village of Tsymbulova in the Oryol region of Russia. Strike drones were stored, prepared for use, and launched from that location.
The strike hit at least three warehouses containing drones, where a fire broke out. A launch pad for jet-powered drones and five launchers were also damaged.
Over the course of two days, Russian troops attempted to advance on several sectors of the front. The situation remained most tense in the Sumy and Kharkiv regions, as well as in the Donetsk sector; however, Russia failed to make any significant gains.
