Ukraine simplifies document procedures for foreign defenders and their families

Ukraine's Cabinet of Ministers has approved significant changes to the procedure for processing documents for foreigners and stateless persons serving in the Defense Forces or assisting Ukrainian troops, as well as for their family members, according to a post by Minister of Internal Affairs of Ukraine Ihor Klymenko.
What will change for foreigners and stateless persons
According to the head of the Ministry of Internal Affairs, the government has adopted a resolution developed by the ministry. It simplifies the procedure for processing documents for defenders of Ukraine among foreigners and stateless persons.
Klymenko explained that the document provides for:
- The right to obtain a temporary residence permit for foreigners and stateless persons who have assisted Defense Forces units in combat zones for at least six months;
- The possibility of extending the period of stay in Ukraine even after the expiration of passport documents;
- The cancellation of the requirement to submit medical certificates and criminal record certificates for certain categories of persons;
- A clear procedure for appealing decisions on immigration refusals;
- Simplified procedures for obtaining immigration permits for family members of foreigners who died while serving in the Armed Forces, the National Guard, or the State Special Transport Service.
When the changes will take effect and why it matters
The Minister of Internal Affairs stated that the changes will come into force on January 16, 2026.
This will coincide with the entry into force of the law amending legislation to ensure the implementation of the right to acquire and retain Ukrainian citizenship.
"Why this matters. These changes reduce bureaucracy and guarantee more legal opportunities for those who stand shoulder to shoulder with Ukrainians. We support everyone who helps us defend freedom," Klymenko concluded.
