Ukraine's victory plan will be public for all, including Russia: Zelenskyy
Ukraine's victory plan will be accessible to all countries. Russia should see it as well, and it should participate in the second peace summit, according to Ukrainian President Volodymyr Zelenskyy during a meeting with journalists on September 20.
"We stated that we are ready to see Russia at the second peace summit because all our allies, including our closest ones who are on our side and always against Russian aggression, have said that Russia must be at the second summit. After all, Russia is at war with Ukraine. There can be no end to the war without both sides," said Zelenskyy.
Currently, according to him, Ukraine is actively working on the victory plan, three points of which have already been prepared, with online meetings having taken place.
"There will be offline and online meetings. As we said at the beginning of November, the entire plan will be ready. This will be the starting point and foundation for any discussions with Russia. In any format, with any of its representatives, because there will be a plan and something to show. If they don't like it, we will understand their reaction to specifics, rather than just a blanket refusal to negotiate and a desire to continue the war. Although, I believe, they currently want to do just that — continue," the president assured.
Additionally, Zelenskyy noted that the victory plan includes quick and concrete steps for Ukraine’s strategic partners from now until the end of December.
"Specific actions that depend solely on our partners, and no one can tell me that this depends on the Russian side. The plan is simply a bridge to the peace summit and any stage of ending the war. A bridge that strengthens Ukraine — politically, in terms of weaponry, and in understanding what our future will look like after the war. The plan will be presented to President Biden, US presidential candidates, and all other partners. In my opinion, the plan will be open to everyone, including societies in different countries. And Russia must see it. Because this plan strengthens Ukraine, and they need to know that," the head of state stated.
What steps does the victory plan include?
Zelenskyy also outlined the points included in Ukraine's victory plan.
"First, Ukraine's unequivocal place in the global security architecture. Second, without going into details, the Kursk operation is indeed part of the plan, as its second point. The third point is related to the specific strengthening of Ukraine regarding weaponry. Next is an economic point — let’s say, our joint economic development. Another point relates not to the economy but to future savings. So today you help us implement this plan, and in the future, Ukraine will save you many of your resources," the president listed.
Second peace summit and Zelenskyy's victory plan
Recently, Ukrainian President Volodymyr Zelenskyy announced Ukraine's victory plan in the war. RBC-Ukraine had previously reported that Zelenskyy's victory plan is necessary to compel Russia to negotiate on Kyiv's terms.
On September 18, President Zelenskyy stated that Ukraine's victory plan is ready and that U.S. President Joe Biden will see it first. This selectivity is not accidental, as the document is heavily tied to US support.
As previously noted by Head of the Office of the President Andriy Yermak, the second peace summit will take place after developing a joint peace plan based on Ukraine’s ten-point peace formula. RBC-Ukraine has reported that if the second peace summit occurs by the end of 2024, it would be a significant achievement. However, there is a high likelihood that Russia will not participate in the event if it takes place.
