The Security Service of Ukraine (SBU), together with Lithuanian law enforcement, has identified another Russian servicemember involved in torturing a foreign volunteer in temporarily occupied Melitopol, according to the SBU press service.

According to the security service, the perpetrator was identified as part of the work of an international investigative and operational group. He is a fellow serviceman of the previously detained and extradited Russian national who tortured a Lithuanian volunteer.

The new suspect is Russian citizen Rabadan Abdulganiyev, a senior inspector of the military police of the 177th Separate Marine Regiment of the Caspian Flotilla. According to the investigation, he and his accomplice tortured prisoners held in a makeshift jail set up by the Russian forces on the grounds of the seized airfield in Melitopol.

Among the victims is a Lithuanian volunteer who had been assisting Ukraine’s Defense Forces since the beginning of the full-scale invasion.

According to the investigation, prisoners were locked in cramped metal boxes, hung by their hands, choked until they lost consciousness, electrocuted, and doused with ice-cold water in freezing temperatures.

Lithuanian law enforcement has charged Abdulganiyev in absentia with violating the Geneva Conventions and international humanitarian law under Articles 100 and 103 (Part 1) of the Criminal Code of the Republic of Lithuania.

Since the perpetrator remains in temporarily occupied Ukrainian territory, comprehensive measures are underway to bring him to justice for war crimes.

Strikes on Melitopol

Earlier, we reported that a large fire broke out at the Hydromash plant in temporarily occupied Melitopol. According to eyewitnesses, thick plumes of smoke rose over the city and were visible from various districts. Locals also heard explosions. Fire crews were working at the scene.

Explosions had been heard multiple times before in the area of the Hydromash plant. Back in early 2023, according to partisan reports, the Russian forces had set up a warehouse for storing ammunition there.
