Ukrainian President Volodymyr Zelenskyy announced the upcoming international conference on Ukraine’s reconstruction to be held in Rome. Leaders of partner countries will come together to discuss strategies for rebuilding Ukraine after the war, according to Zelenskyy’s statement during the PACE session.

Thus, an international conference on Ukraine’s reconstruction is scheduled to take place in Italy on July 10–11, 2025.

Italy’s Prime Minister Giorgia Meloni is bringing together Ukraine’s allies to discuss the step-by-step recovery of the country following the widespread destruction caused by the war with Russia.

The conference is expected to bring together leaders of key partner countries, representatives of international financial institutions, as well as major business figures.

Zelenskyy said that they were grateful to Italy for that initiative. He noted that it was an important event that would help coordinate a clear roadmap for the recovery of their country. He explained that they were talking not only about infrastructure but also about restoring the economy, social sector, energy, and the legal system.

The conference will be a natural follow-up to this year’s Ukraine Recovery Conference held in Berlin. However, according to analysts, the Italian event will carry more political weight, with the participation of heads of state and government who can make strategic decisions regarding long-term support for Ukraine.

The main topics of the upcoming conference:

  • financing the restoration of destroyed critical infrastructure;
  • attracting private investors to regional projects;
  • modernizing Ukraine’s energy system;
  • integrating the Ukrainian economy into the single European market;
  • anti-corruption reforms and creating a legal environment for business.

It is also expected that during the conference, specific decisions will be announced regarding the launch of new international funds and agreements to restore facilities in the regions most affected by the fighting, particularly in Kharkiv, Kherson, and Donetsk regions.

Why this matters

Despite the active phase of the war, Ukraine continues to lay the foundation for recovery and future integration into the EU. The summit in Rome is meant to send a clear signal to the global community: international support for Ukraine, both in security and economic terms, remains steady.

Amid growing challenges, especially in the energy sector following recent Russian attacks on Ukrainian infrastructure, strategic planning for recovery becomes a matter of survival for millions of citizens.

Following the Rome summit, intergovernmental memorandums are expected to be signed, along with the creation of new platforms to coordinate donor efforts.

The World Bank estimated Ukraine’s reconstruction needs after the Russian invasion at $411 billion. This is higher than the previous estimate of $349 billion presented in September 2022. It’s also important to note that this amount continues to change due to ongoing conflict.

Meanwhile, Poland has already announced plans to modernize the logistics hub infrastructure at Sławków. This will increase transshipment capacity to support freight flows toward Ukraine and is seen as a golden deal for Warsaw.
